ARREST MADE FOLLOWING OUI CRASH WITH MILFORD POLICE CRUSIER

FOR IMMEDIATE RELEASE TUESDAY JANUARY 27TH 2026

MILFORD — On Monday, January 26, 2026, at approximately 9:00 p.m., the Milford Public Safety Communications Center received a call from a Milford Highway Department plow driver reporting that he observed a gray Ford Edge operating erratically and nearly colliding with another vehicle at the intersection of Water Street and Main Street.

While officers were enroute to locate the vehicle, the witness further reported that the operator exited the SUV in the area of 91 Water Street and urinated in the roadway.

At approximately 9:10 p.m., the first arriving officer observed the suspect vehicle stopped across the yellow center lines in the middle of the roadway. As the marked police cruiser came to a stop, the suspect vehicle suddenly accelerated forward, colliding with the front driver’s side of the officer’s cruiser. Following the collision, the operator placed the vehicle in park and climbed into the passenger seat of the gray Ford Edge in plain view of the officer.

When officers opened the vehicle to remove the operator, they observed several empty Modelo beer cans and detected a strong odor of alcohol emanating from the vehicle. As a result of the on-scene investigation, Edgar Lumbi Cacuango, 35, of Milford, Massachusetts, was placed under arrest on suspicion of operating under the influence.

“Our officers place themselves in harm’s way every day to keep our community safe,” said Milford Police Chief Robert Tusino. “This person showed negligence and zero care for our first responders or others on the roadway.”

Lumbi Cacuango was brought back to the Milford Police Department for booking where he took a voluntary breath test, his result was greater than twice the legal limit.

Edgar Lumbi Cacuango was released on bail and has been charged with the following:

OUI Liquor .08% or above

Negligent Operation of a Motor Vehicle

Marked Lanes Violation

Open Container
