FOR IMMEDIATE RELEASE TUESDAY FEBRUARY 3RD 2026
MILFORD — On Tuesday, February 3, 2026, at approximately 4:58 a.m., the Bellingham Police Department notified the Milford Public Safety Communications Center of a 911 call received in their town reporting that a bomb had been placed at Milford Regional Medical Center, located at 14 Prospect Street in Milford.
Members of the Milford Police Department, Milford Fire Department, and Massachusetts State Police responded to the scene and immediately secured and conducted a sweep of the more than 300,000-square-foot property.
At 6:06 a.m., the Massachusetts State Police Fusion Center reported that Boston Logan International Airport had received a similar bomb threat.
At approximately 6:59 a.m., with assistance from the Massachusetts State Police Fusion Center, John Lee, 42, of Bellingham, Massachusetts, was identified as the suspect in both bomb threats.
At 7:00 a.m., the sweep of Milford Regional Medical Center was completed and the lockdown was lifted after the call was determined to be a swatting incident.
At 10:36 a.m., members of the Milford Police Department Detective Bureau, Family Services Unit, Special Operations Unit, and K-9 Unit responded to the suspect’s residence in Bellingham to execute a search warrant, with assistance from the Bellingham Police Department.
At 11:16 a.m., Lee was taken into custody and transported to the Milford Police Department for booking.
“A large-scale response like this creates a massive disruption to the hospital that is critical to our region and instills fear among staff and patients receiving treatment,” said Milford Police Chief Robert Tusino.
In addition to charges related to this incident, Lee had three active warrants for his arrest and was previously charged in November 2025 for bomb threats made to Encore Casino in Everett, Massachusetts.
“These actions are so reckless and dangerous,” Chief Tusino added. “I am grateful for the incredible work done by the men and women of the Milford Police Department, along with our local and state partners, in bringing this incident to a safe resolution. I would like to personally thank the Massachusetts State Police bomb squad and the MSP fusion center for their hard work.”
Lee was transported to Milford District Court for arraignment and charged with the following offenses:
BOMB/HIJACK THREAT WITH SERIOUS PUBLIC ALARM
DISORDERLY CONDUCT
DISTURBING THE PEACE
WARRANT ARREST

SPECIAL TOWN MEETING FEBRUARY 9TH 2026
The Select Board has scheduled a Special Town Meeting to be held on Monday, February 9, 2026, at 7:00 PM in Upper Town Hall.
There will be a single article on the warrant to address, which will be to consider whether the Town should take by eminent domain property at 6 Park Terrace, with fair market value compensation to the owners.
The subject property is to the rear of the police station. It is sandwiched between properties owned by the Town and utilized by the police department. It is a two-family dwelling built in 1930, currently listed for sale since June 2025 and unoccupied. The Select Board feels that due to its location, the property will be extremely valuable to the Town. It will allow for potential expansion of the police station to include parking and other facilities. Presently, there is not sufficient town owned area to park the department’s vehicles.
The Board has contacted the owners relative to a purchase of the property without success.
Due to the property being listed for sale, the Board feels there is urgency to schedule a Special Town Meeting, rather than wait for the May Annual Town Meeting.
The Board respectfully requests your attendance at this Special Town Meeting to discuss and vote on this very important article.

ARREST MADE FOLLOWING OUI CRASH WITH MILFORD POLICE CRUSIER
FOR IMMEDIATE RELEASE TUESDAY JANUARY 27TH 2026
MILFORD — On Monday, January 26, 2026, at approximately 9:00 p.m., the Milford Public Safety Communications Center received a call from a Milford Highway Department plow driver reporting that he observed a gray Ford Edge operating erratically and nearly colliding with another vehicle at the intersection of Water Street and Main Street.
While officers were enroute to locate the vehicle, the witness further reported that the operator exited the SUV in the area of 91 Water Street and urinated in the roadway.
At approximately 9:10 p.m., the first arriving officer observed the suspect vehicle stopped across the yellow center lines in the middle of the roadway. As the marked police cruiser came to a stop, the suspect vehicle suddenly accelerated forward, colliding with the front driver’s side of the officer’s cruiser. Following the collision, the operator placed the vehicle in park and climbed into the passenger seat of the gray Ford Edge in plain view of the officer.
When officers opened the vehicle to remove the operator, they observed several empty Modelo beer cans and detected a strong odor of alcohol emanating from the vehicle. As a result of the on-scene investigation, Edgar Lumbi Cacuango, 35, of Milford, Massachusetts, was placed under arrest on suspicion of operating under the influence.
“Our officers place themselves in harm’s way every day to keep our community safe,” said Milford Police Chief Robert Tusino. “This person showed negligence and zero care for our first responders or others on the roadway.”
Lumbi Cacuango was brought back to the Milford Police Department for booking where he took a voluntary breath test, his result was greater than twice the legal limit.
Edgar Lumbi Cacuango was released on bail and has been charged with the following:
OUI Liquor .08% or above
